Manipur: Phase 2 poll ends with 80.4 % voter turnout; 2 polling officials, voters injured in clash

The second phase poll for the inner parliamentary constituency of Manipur ended peacefully with 80.47 percent voter turnout till 7pm, except for some stray incidents of vandalism in Kyamgei Imphal East district.

In 6/10 at Kiyamgei High Madrasaa, Keirao assembly constituency Imphal East district, and presiding officer and a micro observer were injured when angry voters attacked the polling station alleging that they (voters) were not allowed to cast their votes freely. Voters also destroyed EVM, VVPAT machines and security camera installed inside the polling station.

To disperse the mob, CRPF personnel deployed at the polling station fired few bullets in the air and lathi charged, resulting in injuries of four persons. According to information culled out from the spot, the mob stormed into the polling station around 11. 20.

District election officer, Imphal East, Rangitabali Waikhom who rushed to the spot said, "We have taken control of the situation and were prepared to allow voting to continue but she said it would be best to conduct a re-poll as there is less chance that the voters would resume voting freely".

According to the injured presiding officer, Lovely Singh, the attack came after he denied the request of the polling agents to allow proxy voting of some of the voters on behalf of their relatives.

"As a presiding officer, I declined to allow the agents present in the room and the voters to do proxy voting as it was my duty to ensure that proper rules of election is practiced, their intention was clear to capture the booth which is why the violence took place", said the presiding officer.

A voter, Ahmed Raja said, "The polling officer and the polling party played delaying tactics and stop us to cast our vote citing different reasons, even when the agents approach the polling officers they told them to stop interfering in their work after which the polling agents left the room".

Later, the polling officers misguided the voters particularly the aged persons and persons with disabilities in selecting the candidates of their choice. Though voting was supposed to begin from 7 it was delayed for more than an hour, he added.

EVM was also destroyed at 6/20 Urup Muslim polling station by some polling agents and unknown miscreants at about 3 pm and polling was stopped.

The office of the chief electoral officer (CEO) Manipur has informed that FIR was lodged in connection with the incident at the 6/10 Kyamgei polling station.

Meanwhile, the CEO in a statement said that the polling percentage for inner parliamentary constituency till 7 pm was recorded 80.7 percent (excluding 70 polling stations where final turnout figures are yet to be confirmed). The polling percentage for the outer excluding Henglep is recorded 84.80 percent.

It said that the scrutiny of form 17 A and other documents for the inner constituency will be conducted on April 19 at DC office complex, Lamphel. At the same time, scrutiny in respect of repoll for the outer constituency will also be held at DC office complex, Thoubal, it added.
