The curious case of Victoria Kharkongor vis-a-vis International Hospital
SHILLONG: TNT-The Northeast Today today spoke with Dr Sushil Agarwal, Consultant Psychiatrist, International Hospital and asked him why (L) Victoria Kharkongor who came in a distressed condition to the Hospital was sent instead to the Dispur Police Station where she was under police custody until she was alleged to have committed suicide – a matter this is still under investigation.
Dr Agarwal's response was that International Hospital does not have a Psychiatric Ward hence Victoria could not be admitted as an in-patient as there are no nurses in the Hospital who can handle such patients.
When asked why when he had located her diary and mobile phone could he not phone a family member? Agarwal said that he tried to call some numbers but got no response. Hence he called the police so that they would accompany her to Gauhati Medical College Hospital (GMCH) which has a psychiatric ward.

When queried as to why International Hospital could not contact GHCH and why was Victoria taken into police custody when she committed no crime, Agarwal said, "How do I know that she did not commit any crime?" Agarwal had earlier stated that Victoria was not completely incoherent and that she was 'relevant' at times and 'irrelevant' at other times which in layman's language means she was that she drifted in and out of her senses.
He also stated that the GMCH will not admit any patient without an attendant. The question then is what happens to a mentally ill patient who has no relatives?
Agarwal had tried his best to defend his own stance and that of the Hospital but he still does not answer the question why a person in a mentally disturbed state should be sent to a police station instead of the psychiatric ward of any of the Government run hospitals in Guwahati. Is it too much to expect humanity from a hospital? Is the case of Victoria one where a Hospital tries to wash its hands off a mentally ill patient by throwing her to the Police?
