Meghalaya: MeECL employees threaten to launch series of agitation from Dec 15

Stating that employee costs should be given top priority, CCORMAU said that salary must be disbursed before the 5th of every month, commencing with the salary of December 2020.

SHILLONG:

The employees of the Meghalaya Energy Corporation Limited (MeECL) under the banner of Coordination Committee Of Registered MeECL (Employee) Associations and Unions (CCORMAU) have threatened to launch a series of agitation starting December 15 if the government fails to disburse their two months pending salary by December 14.

In the General Meeting of all employees held on December 11 in Shillong, the CCORMAU resolved to go ahead with their protests, subsequent to the failure of the MeECL Management and the Meghalaya Government to “honour” their request to release the salary of the employees for October and November by the 10th of December.

Stating that employee costs should be given top priority, CCORMAU said that salary must be disbursed before the 5th of every month, commencing with the salary of December 2020.

“Payment of loans and other liabilities (should be done) only after disbursement of salary and pension,” a release issued by the union on Sunday read.

CCORMAU has resolved to resort to agitational programmes if the management and the government fail to meet their demands.

Here are the agitational programmes announced by the union:

If the salary of October and November 2020 is not disbursed by 14th Dec 2020 - There shall be a Pen-Down Strike on the 15th Dec 2020.

On the 16th and 17th of December, 2020 - The members of the Executive Committee of CCORMAU and other willing employees will observe a hunger strike.

On the 21st December 2020 – The Officers and Staff of MeECL shall abstain from attending to maintenance works and complaints from 10.00 AM to 4.30 PM except for emergency services like health and security.

If the salary of December 2020 is not received by 10th January 2021 – There shall be mass casual leave by non-factory workers and employees will take out a procession starting from Lumjingshai to the Secretariat and submit a memorandum to the State Government.

Even after the submission of memorandum to Management and State Government, if there is no favourable action towards solving the problems of the employees – The employees of MeECL will resort to Movement of Non-Cooperation with Management commencing from the 18th of January, 2021.

If Management and Government remain adamant and there is no positive outcome – The employees shall be compelled to resort to total shutdown on the 22nd of January 2021.

The General Meeting also passed the signature campaign initiated by CCORMAU through a pledge that in the course of agitation, if any employee is arrested or detained, all MeECL employees shall voluntarily court arrest.

That the Government should take immediate measures to arrange for a loan as per provisions of the Electricity Act, 2003 to resolve the issue of terminal benefits, including actuarial valuation within 3 (three) months.

The Body resolved that since the MoU signed by MePDCL with the Byrnihat Industries Association for a special tariff is detrimental to the financial health of the organisation, that Management should immediately terminate the MoU in accordance with the exit clause provided therein.

That the employees strongly oppose the moves of the Government to hand over MeECL to private parties in any form.

The Body further resolved that Management should immediately stop availing of unnecessary additional loans and unwanted components thereof.

The Body resolved that Management should scrap the Advanced Metering Infrastructure (Smart Metering) Project in its current form and hand it over to Energy Efficiency Services Limited (EESL) which has the mandate to execute such project with zero investment from the utility under the National Smart Metering Program (NSMP) of the Government of India.

That Management should expedite the process of regularisation of contractual employees.
