Assam: CEM Tuliram Ronghang places KAAC budget for 2020-2021

Chief Executive Member (CEM) of the Karbi Anglong Autonomous Council (KAAC), Tuliram Ronghang placed a deficit budget for Inherent Subject during the budget session of the KAAC here on Thursday.

CEM in his budget speech said, "There are two important resolutions to be taken up, but unfortunately the letter from Governor have not come and so we cannot take it up today. It will be taken up in the in the next session."

"The fulfillment of Autonomous State under Article 244(A) of the Indian constitution is a long standing demand. During previous tenure of Congress and in last BJP tenure, the KAAC has taken up a resolution on the matter. 'Team Karbi Anlgong' have been repeatedly pursuing with the Central government. Memorandums to Prime Minister Narendra Modi and Union Home Minister Amit Shah have been submitted for implementation of Article 244(A) of the constitution," he said.

The other resolution to be taken up was to oppose for the granting of ST (H) status to Bodos living in Karbi Anglong. Granting of ST (H) status to Bodos was a decision by Union government. It is included in Clause 6 of Bodo Accord. "The Executive Committee under my leadership has opposed it by adopting a resolution (Resolution No.4) on 23/05/2016. As Bodos are plain tribe, they cannot claim themselves to be hill tribe. If ST(H) status is granted to Bodos, iy will impact the political rights given to hill tribes under Article 330 Clause 1C and Article 332 Clause 2 & 6 of Indian constitution. The 'Team Karbi Anglong' will not allow to avail the ST (H) status to the Bodo community," CEM said.

Furthermore, the CEM said, "An estimated expenditure is proposed at Rs.22500.95 lakh (including HUDCO share of Rs.4000.00 lakh) against the total estimated receipt of Rs.14603.50 lakh (excluding HUDCO share of Rs.4000.00 lakh arpox.) leading to a deficit of Rs.3897.45 lakh for the financial year 2020-21."

"The KAAC revenue is derived from own sources as well as from State government and Government of India in the form of Grant-in-Aid and administrative charges. Council main sources of revenue are derived mostly from Forest products, entry tax, professional tax, trade callings and employment, land revenue, share of motor vehicle tax, sale proceeds from weekly markets, ghats, fisheries, cattle pounds. Also other sources of revenue are sale of district council receipt, court fee stamps and royalty from mines and minerals etc," CEM said.

He also said that in order to meet the huge depleted revenue receipt, the rates of fees imposed trading license, fee on transfer of land and other trades and callings etc. will be increased marginally.

"It is also to enhance revenue from collection of good amount of arrears of royalty and taxes from CCI, motor vehicle tax, land revenue and from operation of timbers under working plan. KAAC is expecting to receive the release of administrative charges and share of motor vehicle tax of Rs.5000.00 lakh approx. as arrear from State government," he said.

Main features of the budget for 2020-21

• An amount of Rs. 180.00 lakhs has been proposed for pension of living ex-Member of Autonomous Council (MAC) of Karbi Anglong Autonomous Council.
• Revenue receipt for 2020-2021 expected to get by Rs.1740.00 lakhs from Forest products.
• Under Major Works budget provision been made available of Rs.700 lakhs and constituency development fund for Rs.780 lakhs.
• In Education budget provision of Rs.70.00 lakhs was made available for scholarship and stipends for technical students (including IAS coaching) and Rs.10 lakhs for Centre for Studies in Karbi Language and Culture.
• Like every year budget provision of Rs.50 lakhs for Karbi Youth Festival and Rs. 20 lakhs for Karbi Lammet Amei has been made. Rs. 10 lakhs for scholarship and stipends, Rs.10 lakhs for purchase of vehicle for Karbi traditional king and Rs.3 lakhs for T.A. & other allowances for Karbi traditional king and other customary heads.

• For urban development an amount of Rs.200 lakhs has been made for grant-in-aid to municipal and town committees.
• For information and technology a budget provision of Rs.40 lakhs has been made for purchase of machinery and equipments.
• Under loans and advances, a budget provision of Rs.5000 lakhs has been made for construction of multi level parking at Diphu and multi storied commercial complex and KAAC Guest House at Diphu.
• For depositing bearing interest a budgetary provision of Rs.750 lakhs has been made for interest payment to HUDCO.
