Arunachal Pradesh: HC seeks status report on alleged killing of civilian in Pumao

Concerning the death of a civilian allegedly shot by security personnel in Pumao village, Longding district on May 16, 2020, the Itanagar bench of the Guwahati High Court (GHC), has demanded a status report by March 1.

Chaired by Justice Nani Tagia, the court has also appealed for an affidavit from the commanding officer of the 19th Sikh Regiment, Longding, along with Public interest litigation (PIL) over the death of a 60-year-old civilian Lamdam Lukham.

According to National Human Rights Commission (NHRC), the 19th Sikh Regiment army personnel and the locals of Pumao village had sat for a peaceful meeting to resolve the alleged thrashing up of a civilian by army personnel on May 16, 2020.

“Later, the meeting turned out to be violent, when villagers got restless and started pelting stones at the army and in retaliation army personnel fired back,” NHRC said.

Reportedly, 60-year-old civilian Lamdam Lukham lost his life, while Wangnai Wangsa received a bullet injury and five others sustained injuries after the meeting turned ugly.

Notably, the bench could not proceed with the hearing regarding the case on February 19, after the Indian Army unit had failed to present a status report and an affidavit on the alleged extra-judicial killing.

Earlier on January 27, the counsel for the petitioner and additional advocate general stated that the investigation and magisterial inquiry could not be completed, because of the non-cooperation of one of the respondents.

Meanwhile, two FIRs are registered under Section 304/326/34 IPC at Longding police station regarding the case.
